Bihar Cabinet Liquor Ban मंत्रिमंडल ने बिहार मद्यनिषेध और उत्पाद (संशोधन) अधिनियम, 2022 में संशोधन को मंजूरी दी है। यह संशोधन व्यापारियों और गाड़ी मालिकों के लिए कुछ महत्वपूर्ण बदलाव लाएगा। अब संबंधित अधिकारी को जब्त गाड़ी को छोड़ने का अधिकार होगा। जब तक गाड़ी के मालिक ने बीमित मूल्य का 10 प्रतिशत जमा नहीं किया है, वह गाड़ी को वापस नहीं पा सकेगा।

अधिकारी को वाहन मालिक से जुर्माने के तौर पर 5 लाख रुपये वसूल करने के बाद ही वह गाड़ी छोड़ सकेगा। यह प्रस्ताव जल्द ही राज्य सरकार के संबंधित विभाग के द्वारा अधिसूचित किया जाएगा। यह संशोधित खंड अब तक अदालत की अनुमति के बाद वाहन को छोड़ने के लिए बीमाकृत मूल्य का 50 प्रतिशत भुगतान करने की आवश्यकता को कम करेगा।

उपमुख्य सचिव (कैबिनेट सचिवालय) एस सिद्धार्थ द्वारा पत्रकारों से कहा गया, ‘कुछ मामलों में यह पाया गया कि नए जब्त वाहन के मालिक बीमित मूल्य का 50 प्रतिशत भुगतान करने में असमर्थ थे। इसके अलावा, कुछ मामलों में यह भी अनुभव किया गया कि वाहनों के मालिक निषेध कानूनों के उल्लंघन में शामिल थे। इसलिए सरकार ने बिहार मद्यनिषेध और उत्पाद (संशोधन) अधिनियम, 2022 में संशोधन Bihar Cabinet Liquor Ban को मंजूरी दी है ।

एस सिद्धार्थ ने बताया कि अब जब्त किए गए वाहन के मालिक बीमित मूल्य का 10 प्रतिशत या जुर्माना के रूप में 5 लाख रुपये का भुगतान कर सकेंगे। उन्होंने स्पष्ट किया कि वाहन को संबंधित जिलाधिकारी की स्वीकृति के बाद ही छोड़ा जा सकेगा और इस मामले में अपील करने की आवश्यकता होगी।

कैबिनेट की बैठक के बाद पत्रकारों से बात करते हुए, अपर मुख्य सचिव एस सिद्धार्थ ने बताया कि वाहन मालिक अब जब्त किए गए वाहनों के लिए विनीत मूल्य का 10% या जुर्माना के रूप में 5 लाख रुपये का भुगतान कर सकेंगे। उन्होंने स्पष्ट किया कि संबंधित जिला अधिकारी के पास अपील करनी होगी और सक्षम अदालत से उचित अनुमति के बाद ही वाहन को छोड़ा जा सकेगा। इसके लिए बिहार मद्यनिषेध और उत्पाद शुल्क (संशोधन) अधिनियम, 2022 के एक विशेष प्रावधान में संशोधन किया गया है।
